Position Title: Framework Lead
Salary: Grade 10 £43,662 to £45,591 (bar at £44,632) per annum
Contract Type: Full Time Permanent
Hours: 35 per week

The Capital Programme Division reports to the Deputy Chief Executive & City Treasurer and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The current value of the programme is £140m pa. The construction projects undertaken by the service are diverse and for example include works relating to the maintenance of schools, art galleries, parks, listed buildings, leisure complexes, outdoor markets, community resource centres and the public realm.

The Division is looking for an experienced construction professional to strategically manage and lead its North West Construction Hub (NWCH) framework operations. The NWCH was formed in 2009 to improve efficiencies within the public sector. Construction. It has its own separate corporate branding (North West Construction Hub) and is comprised of a number of public sector organisations, professional services consultancies and private sector construction companies that work collaboratively to procure and deliver construction projects that provide best value for clients through the management of a number of construction frameworks that have been developed in consultation with the partner organisations that are affiliated to the NWCH.

Working as the Framework Lead, you will oversee the management, marketing and promotion of these construction and professional services frameworks at both a strategic and project level that impact the North West of England. Your role will be to further develop the North West Construction Hub (NWCH) brand: http://www.nwconstructionhub.org

This exciting and diverse role will lead the development of innovative supply chain solutions, supply chain principles, procedures methods, performance measurement and improvement tools & techniques, financial analysis, budgeting and forecasting.It will also be responsible for managing and leading a small team of framework managers which will involve strategic thinking, influencing, change management, and people management.

This role will also critically manage and operate robust construction supplier relationships, solve problems whilst being able to balance internal/external customer expectations with a view to delivering a variety of projects and programmes that contribute to the ongoing growth, delivery and development of Client strategies.

You will have excellent communication and negotiation skills and be able to form and sustain credible partnerships relations. You will also have operational and commercial experience in a multidisciplinary professional services environment coordinating and delivering a variety of construction projects on time, budget and required quality.
